Jorge Marti, head of the International Affairs Department of the PCC Central Committee, spoke at the plenary session of the meeting, where the document "Left Wing Alternatives against the Capitalist Crisis" was debated. He noted that actions must be taken timely in the light of recent developments, including the creation of the Fourth US Fleet, the installation of seven US military bases in Colombia and the coup d'etat in Honduras. Marti said leftwing revolutionary parties and movements in the Sao Paulo Forum are meeting now to analyze the new swipes the US is taking like a wounded beast. He pointed out that in 14 Latin American and Caribbean countries, parties and political forces from the Forum are in office or are part of governing coalitions.

On behalf of the Cuban delegation, Marti congratulated the Farabundo Marti National Liberation Front for its victory in the elections in El Salvador, where Mauricio Funes and Salvador Sanchez took office as president and vice president, respectively. Regarding the coup d'etat in Honduras, the PCC delegate noted that it was organized by the US ultra right wing, adding that Costa Rican President Oscar Arias' "mediation" was manipulated by the Barack Obama administration. Marti pointed out that the coup joined a long list of destabilizing actions against Venezuela and Bolivia, and of attacks by the media and the right wing on all leftwing and progressive governments in the region. He added that another major change in the continent was Cuba's incorporation into the Rio Group and the lifting of sanctions taken by the OAS against the Caribbean Island in 1962, as a result of support from the Bolivarian Alternative for the Peoples of Our Americas (ALBA).

Marti thanked the Latin American and Caribbean leftwing governments and forces for their major role in the developments related to his country. He noted the participation of forces from the Sao Paulo Forum in the international campaign for the release of five Cuban antiterrorists who are unjustly held in US prisons.

The Cuban delegate stressed that following the internationalist teachings of Fidel and Raul Castro and Che Guevara, Cuba has participated, participates and will participate since its foundation in what he called "our Sao Paulo Forum".

The PCC delegation to the 15th Sao Paulo Forum also included Jose Antonio Arbesu, head of the Americas Department, Pedro Lobaina, an official in that department, and Cuban Ambassador Cuba Manuel Aguilera, among other members.
